A grant from the U.S. Department of Education provided the initial funding for the creation of two centers, one in Kooskia and the other in Elk City, Idaho. The grant was used for renovating the two sites, the purchase of equipment, staffing, program development and related operational expenses.

The Community Technology Learning Center's purpose is to provide educational opportunities and Internet access to all residents of the community, with special emphasis on job skill retraining, on-line high school and college courses, and computer skill training.

Lewis Clark State College offers Distance Learning and Adult Basic Education programs at the center. Literacy and GED course preparation is available in addition to on-line high school and college courses through the Lewis-Clark State College web site. Specialized programs for small business owners are being researched and developed. Courses in basic computer literacy, and computer application skills are available throughout the year.

The creation of the Kooskia Community Technology Center (KTLC) was made possible through a grant received from the U.S. Department of Education, under PL Improving America's Schools, PL 103-38 ESEA of 1965, Title III, Part A, Subpart 1, Section Program Title: community Technology Centers Program.
